HOA Fees by City
HOA fees by city: what condo and townhome buyers pay in California and Texas (2026)
Updated October 29, 2026
HOA fees vary more by city than almost any other housing cost. Across the 25 California and Texas cities TurboHome tracks, among cities with at least 100 condo listings in the past 12 months, the median monthly condo fee ranged from $243 in Round Rock, TX to $1,296 in Walnut Creek, CA. Katy ($121) and Cedar Park ($265) had fewer than 100 condo listings, so their figures rest on smaller samples. The share of single family homes with any HOA at all runs from 0% in Santa Monica to 97% in Katy. Fees rose year over year in 20 of the 25 cities, and the typical increase was mid single digits. Each $100 of monthly dues reduces what you can borrow by about $14,600 at a 7.32% 30-year rate, so pick a city page below and check the fee before you set a price range.

Key findings
- Highest condo fees: Walnut Creek ($1,296), San Francisco ($814), Los Angeles ($701). Walnut Creek's figure is driven by Rossmoor, the age-restricted community whose dues bundle golf, pools and security.

- California condo fees are three to four times Texas condo fees at the median, but Texas single family homes are far more likely to carry a fee: 8 of 10 Texas cities have an HOA on at least 40% of single family listings, versus 2 of 15 California cities (Irvine and Carlsbad).
- Biggest one-year increases: Fremont (+13.9%), The Woodlands (+11.6%), Santa Monica (+10.5%), Round Rock (+10.5%).
- Flat or down: Plano (+0.0%), Katy (+0.0%), Cedar Park (+0.0%), Berkeley (+0.2%).

Why California and Texas fees look so different
California condo dues are high because the buildings are older, insurance is in crisis and the law requires more. Allstate raised California condo rates an average of 30% in April 2025 and some associations report 200% to 500% increases at renewal (source); SB 326 required balcony and walkway inspections in every condo association with three or more units by January 1, 2026, and the repairs are now hitting budgets (source). Hoodline reported the San Francisco metro median fee reached $502 in 2025, up from about $360 in 2019 (source). Texas condo fees are lower in dollars but often higher as a share of price: in Houston the median condo with a fee listed at $195,000 and carried a $417 fee. Texas is also a single family HOA state. Master-planned communities in Katy, Frisco, Round Rock and Cedar Park put an HOA on 74% to 97% of single family listings, and LendingTree ranks Houston third among the 100 largest metros for the share of homeowners paying HOA fees, at 55.3% (source). Texas buyers get a resale certificate under Property Code Section 207.003 that discloses assessments, reserves and litigation, capped at $375 (source).
How HOA fees change what you can afford
Lenders count the full monthly dues in your debt-to-income ratio. At the Freddie Mac average 30-year fixed rate of 7.32% for the week of October 22, 2026 (source), each $100 of monthly payment supports about $14,600 of loan. A $800 fee in San Francisco therefore costs about $116,500 of borrowing power; a $400 fee in Austin or Houston costs about $58,200. The city pages run this math on the local median and on the neighborhood you are considering.
How TurboHome helps
TurboHome is a flat fee buyer's brokerage in California and Texas. Instead of keeping the full buyer-side commission the seller offers, we charge a flat fee and credit the rest back to you at closing, and our agents review HOA budgets, reserve studies and insurance with you before you waive contingencies. See buyer rebates in California, buyer rebates in Texas and the commission rebate calculator.
Methodology
Fees are the monthly association fee reported on MLS listings in TurboHome's data warehouse, for listings with a list date between October 29, 2025 and October 28, 2026; the prior period is the preceding 12 months. Condo and townhouse medians are shown where at least 50 listings of that type were recorded; single family medians where at least 30 listings and at least 10% of listings reported a fee. Listings with no fee reported are counted as having no HOA. Medians are of listings, so large complexes weigh more. Sacramento is not included because our feed had too few condo listings there to report a reliable figure. Figures are aggregates and do not identify any listing.
FAQ
What is a normal HOA fee?
It depends on what the association maintains. Across the 25 cities on this page, the median condo fee ranged from $243 in Round Rock to $1,296 in Walnut Creek among cities with at least 100 condo listings, and single family community fees in Texas typically ran $45 to $125. A fee is normal if it matches the building's amenities and funds its reserves; a fee that looks cheap for a full-service building is a warning sign, not a bargain.
Do HOA fees count toward my mortgage?
Yes. Lenders include the full monthly dues in your housing payment and debt-to-income ratio. At current rates each $100 of dues reduces your maximum loan by roughly $14,600.
Why are California HOA fees so much higher than Texas?
Older building stock, a master policy insurance crisis, mandatory balcony inspections and stricter reserve rules all push California dues up, and California condos are more often in elevator buildings with staff. Texas condo fees are lower in dollars but can be a larger share of the purchase price because Texas condos are cheaper.
Which cities have the most single family homes with HOAs?
Katy (97%), Frisco (92%), Irvine (89%), Round Rock (78%) and Cedar Park (74%) lead the 25 cities tracked here, all of them dominated by master-planned communities.
